EPIC FAIL with Shotgun on COD7 Black Ops

Explain this one to me!? I shoot a guy in the head TWICE with a shotgun and then he turns around and kills me. 
Did this guy have a Metallic Melon or what? What do you think?
Ridiculous, when u fired the first Shot, he most be dead..
IMO Black Ops have tooooo (yes more O’s) faults to work on, then only banning hackers/glitchers. First fix the game Treyarch!
